Quill Research Associates, LLC (QRA) is a woman-owned, small business that specializes in education research, evaluation, and policy analysis. QRA’s mission is to apply our technical expertise to improve educational programs, policies, and outcomes. Our clients include federal and state government and non-profit organizations. Founded in 2009, our areas of expertise include K-12 school reform and education policy (with particular emphasis on secondary education), STEM, Special Education,Response-to-Intervention, and data driven decision making.
